Dial 8 for outside line, or?

Is there a way to be able to use 8 for dialing an outside line (can I reclaim it from the extension pool)? Also, is there a way to make the dial 9 for outside line take 2 digits so I could use something like 99 and 98? I attempted the latter with a dial pattern of 99|. and 98|. and was unsuccessful.

If you place the route with the 99| prefix ABOVE your default route (ie, “.” dial pattern), it should work. Does for me…
