Custom ring tones, EPM Pro, HTTP only?

Are custom ring tones still only support via HTTP provisioning, per this, from Sept 2016?

“At this time we can only install ring tones through http provisioning so make sure your template is setup for HTTP provisioning.”

I’d say that depends largely on the phone model and manufacturer.
