Corrupt pdfs in outlook 2013 from fax to email in freepbx

I have setup a virtual extension with an inbound route to that extension as a fax recipient. Whats happening is when someone sends a fax to that extension sometimes when it gets to Outlook it wont open saying Adobe Reader could not open .pdf’ because it is either not a supported file type or because the file has been damaged (for example, it was sent as an email attachment and wasn’t correctly decoded). The pdf is fine on freepbx and in out webmail but when it hits outlook it gets corrupted. I think it has to with the process being used to send it to outlook from freepbx and maybe the way freepbx is encoding the file. Any ideas?
