Class of service not working on call inbound from-internal trunk

I have a trunk on one FreePBX from another FreePBX with a incoming context of from-internal. Both FreePBX systems are at 14.0.13.40.

When a user on the second pbx dials a 2 digit number that is routed to an outbound route with a trunk to a Vega 60 for paging on the first pbx, the call is allowed on the first pbx. I have been trying to block calls from all but a list of extensions to that outbound route via Class of Service.

Does anyone have an idea how that might work?
