Cisco 7940 - Enable pre-dial?

I just recently upgraded my server to the latest distro of FreePBX, upon doing so I no longer have the ability to pre-dial (on-hook) with my cisco 7940 or 7960 phones. What setting am I missing, they are all running the 8-12 SIP firmware versions.

This is not controlled by FreePBX. Something else has changed.

Did you found a solution and want to share it? I have the same problem.
