Change message heard when dialing a bad number

Hi there - when someone dials a bad number, FreePBX responds with “All circuits are busy now”. I would like it to respond “The number you’re calling is not in service” (users are blaming our SIP connection when in fact they have dialed a bad number). Any hints on how to make this change?

FreePBX 14.0.3.2; voip.ms SIP trunk
