Change file permissions on startup

I noticed that on startup, all files under /home/asterisk have their owner and permissions reset. This behaviour is problematic for us for two reasons:
1, We need the files to have other permissions that what’s asterisk setting it to.
2. Since we have many files there, it takes asterisk abount a hour to load.

Is there a way to prevent asterisk from doing this?

don’t store files in a specific users home directory that require access via different user?
