Why Call forwarding is Busy is enabled on these extensions by default.
Even I created these extensions by deleting them again.
Usually has to do with DND being enabled on the extension. Try toggling DND. If these are physical phones you may need to disable DND from the phone, so it stays in sync with the PBX.
