i do expect when i change User language to Europe zone (rus or Ukraine)
i see time in CDR reports in 24 h format
but i still see in AM/PM format
If you set the correct time zone in the system admin module, cdr shows you the correct time format
what timezone do U have ?
In Advanced Settings -> Date and Time Format, try setting a non-localized format as you like.

Localized formats don t have 24 hours format
Sure, but try replacing the time format with HH:mm (leaving the date part alone).
