Can't use external trunks

i have configured about 15 trunks in my sip server.
1 of the trunks is local, 6 is from voip provider and 8 is from another citys.

I have configured the outbound routes to dial for a city that i have a trunk using it’s trunk and it was working in 1.0 version, but after i updated trixbox to 1.2.3 using the command “trixbox-update.sh update” it isn’t work anymore.

In the log i tried to call to the number 32861200 through the trunk 32861183 and i got the message “All circuits are busy now. Please try your call again latter”, but it wasn’t busy.
