Can't update userman to version 13.0.73.3

Trying to update userman to version 13.0.73.3, but I get this warning:
FreePBX version 13.0.188.4 or higher is required, you have 13.0.188.3
But I can’t update FreePBX framework to 13.0.188.4 because it doesn’t show up.

So I tried running upgrade-10.13.66-16.sh but I get the same sort of error there.
Unable to install module userman:

  • FreePBX version 13.0.188.4 or higher is required, you have 13.0.188.3

Update framework to edge.
