Can't get port 5060 open in new 14 distro install

Just migrated to 14 distro from 13 on Centos. After some issues with the migration, I’ve got it working, but port 5060 isn’t open. My endpoints can’t connect, and port scanners report 5060 is closed.

I’ve stopped firewalld and iptables and disabled the firewall in the GUI but it’s not making any difference. Firewall on our host is disabled as well. Other ideas?
