Can't call outbound if someone's called inbound

I’ve got a weird issue, where if an inbound call is on channel 1, outbound calls fail. I think perhaps the inbound call is not marking the channel as busy properly?

Here’s what happens if there’s an inbound call on DAHDI/1-1. The outbound call tries that channel and fails because it’s busy.
