had no effect either of the 2 issues i mentioned though.

which seems to hint that i have a more basic problem.
i restarted the freepbx/asterisk server, but this also had no effect.

You can connect that way, and the first six lines of the output tell you why you are having problems connecting to the server. At some point, you (or someone like you) removed the ability of the “admin” user in User Manager to connect from ‘127.0.0.1’.
There are several files in /etc/asterisk called “*manager*conf”. Look through those and find the “[admin]” entry. There should be one or more “permit” entries, as well as one or more “deny” entries.
If you find the file and it doesn’t say “Don’t mess with this file because FreePBX overwrites it” you can add a permit line to include 127.0.0.1. If it does say that, don’t use 'fwconsole reload" to restart the system - it will recreate the file you just changed and you’ll be back at square one.
Off hand, I’d guess that someone decided to change the permit line for the admin user to the local network address instead of adding another entry.
Once you get done editing the file (and only this one time) reload the config files (I think there’s a reload command in the Asterisk CLI - I don’t use it) and connect via the GUI. Go into the Administrators tab and set up the permit list so that “admin” is allowed from 127.0.0.1. Save and apply the changes and you should still be able to connect.

i did the edit, rebooted the server and now, all the items in every menu are highlighted.
