Cannot Set "Groups" in Extensions (SOLVED)

After Importing extensions from v13 to v15, was unable to forward to certain extensions unless I manually recreated them. Noticed the “Groups” setting was set to “All Users” on new extensions. I went to a problem extension, “Groups” was blank and said “Select Some Options”. I select “all users”, but when I press “Submit”, the field reverts to “Select Some Options.”

(SOLVED) Needed to Select “Create New User” under “Link to a Different Default User” then I was able to assign a group.
