Cannot Dial Toll Free Number on all phones

We had our pbx system installed about 2 yrs ago. Most of our phones are Polycom Vvx 300’s and about 5 polycom vvx600’s. In the past month I have been trying a Computer based VOIP software called Zoiper. I can get it to do everything I need except it wont make outbound calls to toll free numbers. We havent had any problems like this with our polycom phones and when I contacted zoiper about it they said the error signal is from the phone system not an error on their part. Any ideas of a setting or something that I might have wrong?

It that not your sip provider no accepting the call?
Check your outbound caller ID. Make it match your main number and test.

Who is 208.93.93.111? They refused your call.
