Cannot-complete-as-dialed&check-number-dial-again,noanswer

Hello,
I am receiving this error message when forwarding a call to my cellphone. Any ideas?
(I already have an outbound route)

You are sending the call to 993055623, but there is no dial pattern either locally nor in your outbound routes to accept that dial string.

I managed to fix this issue however I can’t hear anything during a call
and the other side also can’t hear anything.
