Busy Signal on Outgoing Calls

We are running FreePBX 12 and using Flowroute.

When we try to make an outbound call, we get a ring, a busy signal, and then it hangs up. FlowRoute is saying that it is not with them, so we do not know what else it could be, as everything was configured according to their instructions.
Flowout dial patterns -

  1. Match pattern - 1NXXNXXXXXX
  2. Prepend - 1, Match Pattern - NXXNXXXXXX
  3. Prefix - 011, Match pattern - .

Does flowroute not have the password included in their Register String? I don’t use flow route, but I know that with voip.ms the Register String contains both the user and the password.
