Blacklist: which number does it refer to?

Hello!

I’m currently wondering which number is used for blacklist handling.

Given is the following inbound INVITE:

From: <sip:[email protected];user=phone>;...
P-Asserted-Identity: <sip:[email protected];user=phone;transport=udp>

I would like to blacklist this call - but the blacklist should go to the PAI header (not to the from header - it is spoofed).

Therefore my question: does the blacklist refer to From or to PAI - or maybe both?
