I might be leading you down the wrong path, but I hope not. What it seems like is that there is some kind of condition that exists at boot up time that keeps all the modules from loading, but if you do a restart, then that condition no longer exists and all the modules load fine. What I am trying to figure out, and is not clear from the logs, is what module(s) are involved in this condition.
That’s what it seems like… and this condition only appears when the pjsip driver is selected as the only SIP channel driver. If I leave it at “both”, then there’s no condition 
Can you confirm whether or not you have both SIP channel drivers selected (default), or if you only select PJSIP?
