Asterisk 13 PJSIP Restart Phones

In Asterisk 13 using PJSIP the Phone Restart module shows no phones. Is this a bug I should report or is it something else?

I have Distro 14, and exactly the same problem.

The Bulk Restart module doesn’t get much attention, and it has not been modified to work with PJSIP devices. It may not even be possible at present:
