The “User Panel” module only provided a “tab”/“button” that would be visible on the navigation bar. The update to ARI negates the need for that module so it is automatically removed as ARI provides this functionality by default, it has also been removed from the mirror server as to not cause confusion when/if you decide to upgrade to FreePBX 12 where the new ARI is called “User Control Panel”
