"Apply Config" button missing for an admin

We’ve created an admin for one of our end users using FreePBX 2.11.0.38 and something happened a couple weeks back and I had to reset their password, since then, they have not been able to see the Apply Config button that is supposed to appear when you make a change. It works fine when I’m logged on as the main administrator, but not his. Anyone have any ideas? Thanks in advance for any assistance.
