APC UPS physically connected but logical connection refused

APC UPS physically connected but logical connection refused. Here’s my details

apcaccess status:

Error contacting apcupsd @ localhost:3551: Connection refused

Shows the APC connected:

I restarted twice. The process is running. Anything I’m missing?

Can anybody point me in a direction or have any idea?

Possibly the device didn’t get mapped correctly.

Do
ls -l /dev/usb/hiddev002
and see whether the device exists. If not, try
ls -lR /dev
and look for the correct name.

So I guess it’s hiddev0 , even though lsusb shows Device 002. Nonetheless, I corrected to hiddev0 in the config, and ran

sudo /etc/init.d/apcupsd restart
    Shutting down UPS monitoring:                              [FAILED]
    Starting UPS monitoring:                                   [  OK  ]

It seems it’s failing on shutting down, which means it isn’t starting? It was doing this before, but it says it starts ok…still getting apcaccess status=connection refused

There is some debugging info at https://ubuntuforums.org/showthread.php?t=1778274 . Your OS may use different file locations but the basic ideas are IMO sound.
