All Circuits Busy with good bye message on incoming calls

New installation of FreePBX 2.7.0.10 using a standard digium board with 4 POTS lines. I used the defaults on everything from trunks to outgoing routes (just 1) for outgoing calls. Currently when you call you do receive one ring and then goodbye message plays. I have a incoming route set up to ring 3 phones directly.
Outgoing calls just get all circuits busy. I must be missing something but unable to find what I am missing. Any assistance would be greatly appreciated.
Here is my outgoing logs:

Neither one of you have your DAHDI drivers setup properly.

If you enter ‘dahdi show channels’ do you have any available resources?

The channels should be in the from-trunk context.
