"All circuits are busy now" on outbound

When dialing some phone numbers I am getting “all circuits are busy now”.

This is not a capacity issue.

Out outbound trunk is a dahdi.

Can someone point me in the right direction for troubleshooting this.

Is this an upstream issue ? It is always the same numbers.

This was an issue with our T1 provider. It is regarding some cell numbers that had been ported.

Turns out the numbers are not in service. Anyone know how I can have it play a different error message ?

Any insight or advise for troubleshooting this would be great. PBX is working great, except SOME dialing prefixes trigger the above “All circts busy” even when we are not at capacity.

HANGUPCAUSE 27 is “destination out of order”, or “Bad gateway”.

Sorry, I can’t help you any further as I don’t have any DAHDI cards in my pbx.
