After upgrade to 10.13.66-22 the user management is empty

Over the weekend i upgraded to 10.13.66-22 from 6.12.65-32

I did this installing each incremental update.

the users can no longer log in

under the admin tab is user manager, the users are not there.

also the “Imported FreeBpx Directory” is not a choice.

Any help / advice is greatly appreciated.
