I know nothing about AD, but by ‘outbound dialing digit’ I assume you mean dialing 9 or 0 before outside numbers. This causes many other problems and you should avoid it if at all possible. On a modern system, there is no benefit in requiring a prefix.
Assuming this is for UK, you should be able to add an Outbound Route that accepts an 11-digit number beginning with 07, which I believe does not conflict with your other formats.
