I am running Elastix 1.6. I have 4 different Contexts set up on my Outbound Routes. One business group per context to force them out the right Trunk. on all phones 911 does not work. I get an “All circuits are busy” message. Teh calls do not hit my CDR. I get this on my tcpdump host:

911 is in the Outbound Route on the top.
Everything else works. Any suggestions? Thanks.
