When calling a number that has been disconnected, FreePBX 2.11.0.0beta2.8 is playing “All Circuits Are Busy”. This is really misleading. There is one thread on this topic http://www.freepbx.org/forum/freepbx/general-help/route-congestion-messages in which editing [macro-out-isbusy] in etc/asterisk/extensions_override_freepbx.conf is suggested, way back in 2011. Is this really the right way to fix that problem? Seems like everyone else would have to deal with this too; I can’t be the only one whose users are confused and frustrated by this misleading message. I do have Route Congestion Messages installed.
That is really interesting. Do you have a known disconnected number to test with?
