Outbound Call Limit Module

When setting up an outbound call limit, let’s say 50 calls a day on a particular outbound route, does that mean that the 51th call made in one day gets blocked no matter which user is dialing out?
Or is this on a per user base, where the 51th call gets blocked when the same user has made 50 calls out on the route before?

I think it is at the trunk level. You could easily test this by just trying it.
