I have 2 freepbx connected each other by sip with this settings

I have two freepbx in local network
1 FreePbx name AAA have ext 2XX
2 freepbx name BBB have ext 4XX
So the subscriber 400 have call forwarding on no answer after 15 seconds on a city cell phone format 279XXXX.
when from SIP 402 from pbx AAA call to SIP 400 from pbx AAA wait 15 sec nobody answer, start work call forwarding and and call forward to 279XXXX (and i connect with cell phone)
but if 202 from pbx BBB call to SIP 400 from pbx AAA and wait 15 sec nobody answer, start work call forwarding and call rejected by pbx AAA ,
(in my mind i understand that pbx AAA reject sip 202 from pbx BBB because he can not use route to cell phone, but how to fix it ?)
it became after i install module Extension routes
Before it’s work fine to all routes…
